Governance & Transparency
The Pakistan Snooker Federation is committed to transparency, fair play, and good governance. This section sets out the principles and policies that guide how the Federation operates at national, provincial, and district levels.
Documents
Governance framework
The principles and documents that govern how the Federation operates.
Federation Constitution
PSF is governed by a written constitution that defines its objectives, membership, the three-tier structure (Federation → Provincial → District), the election and powers of office bearers, and the conduct of meetings. The full constitution is maintained by the Federation; general details are published here while the complete document is finalised for public release.
Rules & Regulations
The Federation’s rules and regulations form part of the constitution and cover affiliation, registration, championship conduct, refereeing standards, and disciplinary procedures. These are applied uniformly across all affiliated bodies.
Organizational Structure
A clear three-tier structure — the national Federation, six Provincial Associations, and District Associations — feeding talent up from affiliated clubs and the player community.
Strategic Plan / Roadmap
Short to medium-term priorities: complete the national database of clubs, academies, players, coaches and referees; roll out an automated district-to-national ranking system; expand coaching and refereeing certification; and strengthen international affiliations.
Conduct
Code of Ethics & Discipline Policy
Every member, official, player, coach, referee, and affiliated club of the Pakistan Snooker Federation is expected to uphold the highest standards of integrity, respect, and sportsmanship — on and off the table.
Integrity & Fair Play
Compete and conduct all federation business honestly. Match-fixing, cheating, and any manipulation of results are strictly prohibited.
Respect
Treat opponents, officials, referees, and fellow members with courtesy and dignity at all times. Abusive or discriminatory behaviour will not be tolerated.
Discipline
Follow the rules of the game, the directions of referees and officials, and the SOPs issued by PSF and District Sports Offices.
Transparency
Office bearers must act in the federation’s best interest, avoid conflicts of interest, and maintain accurate records open to audit.
Safeguarding
Provide a safe, clean, and welcoming environment for all participants, including youth and women players.
Accountability
Violations are referred to the Disciplinary Committee. Penalties may include warnings, suspension, or cancellation of membership/registration.
Fair Play
Anti-Doping & Fair Play
PSF promotes a clean, drug-free sport. The Federation is working towards a formal partnership with international anti-doping and fair-play bodies, and expects all players to comply with anti-doping standards. Any use of prohibited substances or unfair-play practices is a serious disciplinary offence.
